Is 12C Australian? 30H is equivalent to an Australian 8FF, which is not that unusual. My equivalent US size is a 32I (Aus 10G). It’s doesn’t look nearly as big as it sounds.

It's possible. buying bras is quite annoying but it has its benefits…
also, people tend to forget that a DD cup with a small band size is not quite as big as a DD cup with most bigger band sizes. so they're not quite as massive as they sound o_o

Being a native English speaker has nothing to do with figuring out what “32 C” means in this context since it’s obviously some government-specific code if your explanation is correct. What country is this from?

It cant be a government specific code that somehow relates to her uncle dying. Because that means that no matter when he died, she would become a 32C. The fact that it happened the same week (and she points that out as not being obvious) must mean that it is unrelated to the first part of the sentence, and rather a coincidence.
I wonder if she mentions it because it is ironic. “He would have liked them.” Which is disturbing, but funny.
However, I think they are not meant to be related, because she is responding to somebody’s question. They are just two things that occurred that week.
