He (or she) WAS wearing it the right way. They were just confused because there was a tag in the front. So when they turned it around and there was still a tag in the front, they realized it was because the shirt has two tags, so they turned it back to the right way again.

Real solution to mystery: he was wearing two shirts, wore the undershirt backwards, and the outer shirt (pocket-tee) had no tag.
And he was too stoned to realize it even after reversing the outer shirt.
He took 2 minutes to do something that would take him 20 seconds.
